Verdict
Forty-four of the last two hundred reviews are people saying the offline maps simply worked. For an app whose whole promise is working without a signal, that is the only number that counts.
Best for
Travelling somewhere with no data and wanting a map that behaves like one anyway.
The catch
Downloading the maps in the first place is slow, importing a GPX route often fails outright, and reviewers say the route planner has started freezing.

The catch
It is a tracker with a map, not a navigator — there is no routing and no turn-by-turn, so it will show you where you are and leave the rest to you.

Best for
Someone who plans on a computer and needs the route to survive the trip onto a phone with no signal.
The catch
By far the most expensive map here, and nine of the last two hundred reviews say tracking has drifted badly or stopped working altogether. That is a lot to pay for something reviewers say failed them.

Best for
Almost nobody right now. It is here because it still turns up in recommendations and you should know what you would be buying.
The catch
More recent reviews say the offline maps stopped working than say they work — twenty-four against twenty — and four more say nobody answered when they wrote in about it.
